From 1892 to 1954, over twelve million immigrants entered the United States through the portal of Ellis Island, a small island in New York Harbor within the shadow of the Statue of Liberty. Prior to becoming an immigration station, Ellis Island served as a hanging site for pirates, a harbor fort, and an ammunition and ordnance depot named Fort Gibson. The island developed a reputation as an "Island of Tears," because about two percent of the arriving immigrants had to be turned back, because they either had a contagious disease or were judged likely to become a public problem. In 1965, President Lyndon Johnson declared Ellis Island part of the Statue of Liberty National Monument. Today, the museum receives two million visitors annually.

In 1883, Emma Lazarus wrote a sonnet entitled "The New Colossus" as a donation for an auction to raise funds for the construction of the pedestal of the Statue of Liberty. Although the sonnet, with its immortal words, "Give me your tired, your poor, your huddled masses yearning to be free," was read aloud at the auction, afterwards it disappeared from public view. In 1903, thanks to an effort by Georgina Schuyler, a bronze plaque engraved with the sonnet was mounted on the inner wall of the pedestal. In 1945, the plaque was moved to the Statue of Liberty's main entrance. The design of this kit features the five final lines of Lazarus' sonnet superimposed on a pattern inspired by the ironwork of the statue's torch.
